How Much Does a Nursery Cost in Portugal in 2026

Real prices by nursery type, IPSS income brackets, what Creche Feliz covers, and the structure of a typical monthly invoice — plus education credit options in Portugal.

The monthly fee advertised is almost never what you end up paying. This guide shows real prices by nursery type, explains the IPSS income brackets, and lays out the full structure of a monthly invoice — so you can plan without surprises.

The three systems — and what each one costs

The price varies drastically depending on the model. Knowing how to tell them apart is essential, because a private nursery can cost several times more than an IPSS under similar conditions.

TypeAverage costWho qualifies
IPSS with Creche Feliz0 €/monthChildren covered by the programme
IPSS by income bracket0 € to ~380 €/monthAll families (depends on income)
Private nursery~250 € to 700 €/monthEveryone, no conditions
Public pre-school/kindergarten (from age 3)Free*By area of residence

*Public pre-school/kindergarten is free to attend; meals and extended hours are charged separately.

Creche Feliz: it can be completely free

The State's free-nursery measure pays the monthly fee directly to the nursery, with no income requirement, for eligible children attending an IPSS with a signed agreement (and some private nurseries with a protocol). The eligibility rules, the step-by-step request process in the app, and what is included are all in our complete Creche Feliz guide — always check there for the eligible date of birth, as the programme has been expanding by cohort.

Creche Feliz covers the base monthly fee. The following may still be charged:

  • Meals — ~60 to 100 €/month;
  • Annual enrolment fee — a one-off payment of ~50 to 150 €;
  • School insurance — ~20 to 40 €/year;
  • Optional extracurricular activities and individual supplies (nappies, specific formula).

IPSS income brackets: how the monthly fee is calculated

If the nursery is an IPSS but the child is not covered by Creche Feliz, the monthly fee follows the income bracket. It is calculated using the household's per-capita income (total income ÷ number of people):

Income bracketPer-capita incomeRate appliedTypical monthly fee
1stup to 30% of IAS15%~50 €
2nd30% to 50%22.5%~80 €
3rd50% to 70%27.5%~120 €
4th70% to 100%30%~180 €
5th100% to 150%32.5%~260 €
6thabove 150%35%~380 €

The IAS (Indexante dos Apoios Sociais) in 2026 is around 522 €. Values are indicative and vary between institutions.

💡 How to find your income bracket. Add up all household income (salaries, subsidies, benefits) and divide by the number of people. The IPSS may ask for the previous year's tax return (IRS declaration) to confirm.

Private nursery monthly fees by district

In private nurseries the price is set freely. Indicative averages for 2026:

A typical private nursery invoice

A realistic example for September (the first month, including enrolment fee) at a private nursery in Lisboa:

Line itemAmount
Base monthly fee (8am–6pm)490 €
Meals (lunch + 2 snacks)85 €
Music (extracurricular)35 €
English (extracurricular)40 €
Teaching materials (monthly)15 €
School insurance (annual ÷ 12)3 €
Annual enrolment fee (one-off)120 €
Total for the 1st month788 €

In subsequent months, without the enrolment fee, it drops to around 668 €/month. In August, many nurseries charge the full amount even though they close for 2 to 3 weeks — always ask whether there is a "short month" or a discount.

⚠️ Watch out for hidden extras. Ask for a complete sample invoice before enrolling. Some nurseries advertise only the base fee (e.g. 450 €) and end up billing above 700 € with mandatory meals, "standard" non-optional activities, extended hours (5–10 €/hour), and start-of-year fees.

Crédito para educação in Portugal: what options are there?

When costs are tight, the right order is: first what is free or subsidised — Creche Feliz, the IPSS income bracket, public pre-school/kindergarten from age 3 — and only then credit. If you do decide to finance, these are the most common routes:

1. Personal credit for education/training purposes

Several banks have dedicated education credit lines, sometimes with a lower spread than generic personal credit. They are governed by consumer credit regulations. What to compare:

  • The TAEG (total annual cost, including fees and insurance), not the instalment in isolation;
  • The MTIC — the total amount you will pay over the life of the contract;
  • The term (longer = lower instalment, but higher total interest);
  • Processing fees and the possibility of early repayment without a heavy penalty.

2. Professional training credit

For the parents themselves to upskill — often the investment that raises income and, in time, reduces the weight of nursery costs in the budget.

3. Mutual-guarantee credit line (higher education)

For later: the State's protocol with banks allows university to be financed with a repayment holiday during the course and a partial public guarantee, on better terms than ordinary credit.

📋 Before you sign. Read the FINE — Ficha de Informação Normalizada Europeia carefully and confirm that the monthly instalment fits the budget even in a difficult month. Frequently asked questions

How much does a nursery cost in Portugal in 2026? At a private nursery, the average monthly fee is around 350–600 € (higher in Lisboa, Cascais and Porto; lower in the interior). At an IPSS by income bracket, you pay between around 0 € (1st bracket) and 250–380 €. With Creche Feliz, attendance at covered IPSS nurseries is free.

What is not included in the monthly fee? Typically meals, the annual enrolment fee, insurance, optional activities, extended hours, and individual supplies.

How do I know which IPSS income bracket I fall into? By the household's per-capita income (total income ÷ number of people), compared against the percentage of the IAS for each bracket.

Is it worth taking out credit to pay for nursery? Only after exhausting Creche Feliz, the IPSS income bracket, and public pre-school/kindergarten. If you do finance, compare by TAEG and make sure the instalment fits the budget — credit is for smoothing occasional peaks, not for sustaining a recurring monthly expense.
